NOAA National Marine Fisheries Service has a proposal and request for public comment in the federal register "Guidelines for Safely Deterring Marine Mammals".    I strongly recommend you read the proposal from the above link and comment.  Please realize this is a national program but WILL also include our critically endangered Hawaiian monk seals.

I don't have to spell out how I feel about it, but I do encourage all of you to respond before October 1st.
